Human Resources Studies and Research Center
Today, achieving development in countries requires extensive planning that can utilize all resources, especially human resources, and create maximum added value at the national level with proper management and optimal use of them. The dynamic growth of the huge oil industry in the Islamic homeland of Iran, especially during the 40 years after the Islamic Revolution. It has brought numerous knowledge, skills, experiences and innovations in the field of management and human resources, which documentation, recognition and correct and timely use of them have led to the movement and excellence of the oil industry. It will be in line with the vision document of the industry and the country. On the other hand, competing in the global arena with regional and international competitors, as well as improving the position of the oil industry in the country, requires serious attention to the strategic management of the industry and human capital. Therefore, the Institute of International Energy Studies, as a think tank of the oil industry of the Islamic Republic of Iran, established and launched the "Research Institute" "Management and Human Resources", which was changed in the organizational structure of the institution to "Human Resources and Management Studies and Research Center" in 1400 in order to respond to the upcoming issues and future challenges in the strategic areas of management and human resources, at the end of 2015.
Directing and implementing approved studies and research projects required by the oil industry in the fields of human resource policy and future research, governance models and redesigning industry processes and structures, and designing and developing human resources information systems are among the most important missions and tasks of this center. In addition to the implementation of research projects, other scientific measures such as cooperation with the General Directorate of Human Resources at the level of the headquarters of the Ministry of Oil and major companies, publication of a scientific-research quarterly, holding seminars and specialized roundtables, supporting student theses and so on. It is one of the activities of this center.
The most important main and secondary goals drawn for this center are:
• Developing a future research approach in studies and decision-making in the field of human resources and management;
• Applying the research according to the suitability of the research with the strategic needs and human resources of the industry
• Maximum utilization of the capacities of industry experts and domestic and foreign elites in research activities.
Duties of the center
• Conducting and directing research related to policy making, future research and designing macro strategies in the field of human resources in the oil industry in order to provide proposals and practical and problem-oriented plans and policy packages and executive lines with the approach of participation in decision making and correct policy making in the field Relevant expertise and in line with the institution's missions;
• Conducting and directing research related to monitoring and analyzing models, developments and trends, finding complications, identifying and analyzing problems and issues in the field of structure and processes, and providing desirable models as well as solutions, proposals, and practical plans. Problem-oriented and policy packages and executive lines to redesign the processes and structure of the oil industry in line with the institute's missions;
• Conducting and directing research related to research and development in the field of designing human resource information systems and providing solutions and proposing practical and problem-oriented plans in line with the institute's missions;
• Regular monitoring and analysis of applied studies and researches in the specialized areas of strategic management and human resources in order to provide practical solutions and suggestions with the aim of correct direction in the decisions and policies of the specialized area;
• Continuous research needs assessment and proposal of new research projects and ideas with the approach of solving issues and problems of the center's mission areas;
• Participating in networking and establishing effective and constructive communications and interactions with think tanks, authorities and scientific and research centers, experts and think tanks in the specialized field.
Duties of Human Resources Policy and Foresight Unit
• Carrying out studies and research projects related to monitoring human resource trends, especially in the oil industry;
• Carrying out studies and research projects related to the identification of changes and trends affecting the efficiency of human resources;
• Carrying out studies and research projects related to drawing a road map in the field of human resources and determining the role and task of strategic human resources by recognizing the realities of new business;
• Carrying out studies and research projects related to the future study of human resources, including designing the future study model in the development of human resources, determining the factors and components that affect the preparation and development of the future human resources of the oil industry and other related matters, as well as comparative studies of other countries in the specialized field;
• Carrying out studies and research projects related to the formulating and designing human resources policies and evaluating their effects in different sectors;
• Carrying out studies and research projects related to the changes and trends of different parts of the human resources field;
• Duties of the unit for developing governance models, processes and structures;
• Conducting studies and research projects related to monitoring and analyzing factors affecting good governance in order to design appropriate models and executive lines and specialized reports and other relevant outputs;
• Conducting studies and research projects related to monitoring and analyzing developments and trends, finding complications, identifying and analyzing problems and issues in the field of governance models and redesigning processes and structures;
• Carrying out studies and research projects related to the formulation of evaluation indicators and efficiency and effectiveness of processes and structures;
• Carrying out studies and research projects related to redesigning processes (including identification, designing, validation and measurement and control of model processes and other related matters) and structures with the approach of optimizing structures and processes, maximum compliance with upstream documents and strategies and Macro strategies of oil industry, related research results, environmental conditions, business model.
Duties of Human Resources Information Systems Unit
• Carrying out studies and research projects related to monitoring and analyzing developments and trends, finding complications, identifying and analyzing problems and issues in the field of designing human resources information systems and providing practical and problem-oriented solutions and plans;
• Carrying out studies and research projects related to the review of management methods for designing human resources information systems in the relevant organization;
• Titles of the most important projects and activities carried out;
• Designing and establishing a 360-degree performance evaluation system for exploration managers;
• Designing and establishing the project management system based on the PMBOK framework and the project management office (PMO in discovery management);
• Compilation of the technology roadmap for exploration management of National Iranian Oil Company;
• Compilation of a road map to identify the supply chain in the oil, gas and petrochemical industries;
• Establishment of the comprehensive knowledge management plan of National Gas Company of Iran;
• Development of a strategic plan and a performance measurement system with a balanced scorecard model in the place of gas supply management (gas distribution management) of National Gas Company of Iran;
•A Plan to measure the maturity of knowledge management of National Gas Company of Iran and the determination of new ways to improve the position of knowledge management.

• Calculation of performance based on general and partial indicators and designing and establishing
a suitable system for it in National Iranian Oil Company;
• Measuring the level of job burnout in the National Iranian Oil Company and providing solutions to reduce it;
• Pathology of the system of recruitment, training, employment and retention of distinguished graduates working in the oil industry;
• Designing and compiling the general principles of honoring clients in research institute;
