Vice-chancellor for research
Vice-chancellor for research is responsible for planning and monitoring the institute's research affairs and evaluating them in accordance with the institute's rules and regulations, as well as compiling the hydrocarbon balance sheet, energy perspective, and strategic and operational plans of the institute.
Duties and missions of Vice-chancellor for research
Planning and supervision of troubleshooting, identifying and analyzing problems and issues in the field of energy, producing and creating appropriate ideas and providing practical and problem-oriented solutions and plans;
Planning and monitoring the follow-up of issues in the field of energy, drafting and proposing policy packages, executive lines and specialized and analytical reports in the relevant specialized field with the approach of participation in decision-making and correct policy-making in order to optimally manage energy in the country;
Planning and coordination of holding the research council of the institute and carrying out all related secretarial affairs with the opinion of the head of the institute within the framework of the relevant laws and regulations;
Supervising the formulation of research strategies and programs based on missions, upstream documents and relevant laws and regulations and approving them in research council of the institute;
Planning and monitoring for the implementation of the approvals of the research council of the institute and the development of bylaws and instructions required for the implementation of research policies;
Supervising the establishment of the institute’s research priorities and ensuring goal achievement and the progress of research plans and programs;
Planning and supervision of continuous research needs assessment and proposing new research projects and ideas with the approach of solving energy issues and problems in the Ministry of Petroleum and other institutions, ministries and executive bodies;
Planning and supervision of outsourcing , control and management of research projects as well as monitoring their proper implementation with the aim of utilizing the capacities of domestic universities and research centers, and if necessary, foreign ones, to carry out the tasks of the institute;
Planning and supervising networking and establishing effective and constructive communications and interactions with related domestic and foreign organizations, including think tanks, scientific and research centers;
Compilation of comprehensive reports on the activities and programs of the relevant specialized field and their reflection to the relevant authorities at different times with the opinion of the head of the institution in the framework of the relevant laws, regulations and rules;
Planning and monitoring research and modeling of energy supply and demand in development programs, determining energy efficiency and policies to reduce energy losses in the framework of relevant laws and regulations;
Planning and supervising the analysis of energy data and compiling the country's hydrocarbon balance sheet and drawing the future perspective (perspective) of energy production and consumption at the provincial, national and international levels;
Evaluating the performance of the academic staff members of the institution in accordance with the relevant laws, regulations and standards and providing the necessary reports;
Planning and monitoring the development and improvement of appropriate infrastructure to facilitate and expand research in the institute;
Planning and supervising the holding of specialized meetings, prestigious scientific conferences and conferences related to research achievements and participation in related exhibitions and festivals;
Planning and monitoring the standardization of research and study services and ensuring the creation of effective and targeted internal interactions and communications between the relevant organizational units in the institute;
Supervision of knowledge management and enrichment of information banks, identification and evaluation of knowledge sources and reservoirs and capabilities of knowledge suppliers, as well as holding specialized workshops based on skills output from projects and studies for the employees of the oil industry with the cooperation of the relevant units of the institute;
Monitoring and planning in matters related to scientific networks, scientific publications, specialized magazines, document center and library and the institute's website with the cooperation of relevant units in the institute;
Data mining and energy modeling department
One of the urgent needs of the country in the field of optimal energy management is planning and formulating comprehensive energy policies through modeling based on energy data, hence creating an integrated energy statistics and information database in order to check the performance of the production, processing, transmission, import sectors , the export of oil and gas and other energy carriers considering the territorial and native characteristics, the supply and demand of energy and its connection with the economic and social sectors, and finally , the protection of energy resources and the proper use of energy optimization capacities are necessary. The data mining and energy modeling department of the Vice-chancellor for research of the Institute of International Energy Studies helps the optimal planning and correct decision-making of the policy makers of the energy sector in the country by analyzing the results obtained from the modeling and evaluation of the energy system at the international, national and provincial levels.
Duties of data mining and energy modeling department
• Integrated design of accurate, reliable and standard energy databases and information and presenting the state of the country's energy sector with a decision-making approach in order to facilitate the process of strategic decision-making in the field of energy management;
• Compilation of hydrocarbon balance sheet and national and provincial energy perspective;
• Modeling energy supply and demand sectors at the provincial, national and international levels;
• Scenario planning in order to formulate national and provincial energy development plans based on future vision;
• Data analysis, modeling and study of global long-term prospects and trends and conducting comparative studies with regard to the results of the prospects provided by other reputable from other international authorities;
• Providing a global perspective of different types of energy (including oil, gas, coal and other energies, as well as renewable energies comprising of wind, solar, biomass, geothermal, tidal, hydro and nuclear energy) at the level different regions and countries (World Energy Model of the International Energy Studies Institute - IWEM);
• Compilation of appropriate policy scenarios for global forecasting in the form of three scenarios, Current Policy Scenario, Stated Policy Scenario and Balanced Environmental Scenario;
• Explanation of the geographical situation, population and economy (gross national product) at the national, provincial and international levels (countries and regions defined in the IWEM global model);
• Interaction with other internal and international statistical authorities and sources in order to exchange knowledge and statistical information and modeling;
• Extracting the energy balance of the whole country along with the energy flow diagram;
• Investigating the state of global performance of the energy sector and comparing the country's energy performance with it;
• Formulation of strategies and policies and finally executive measures as well as understanding the issues and challenges of energy optimization at the national and provincial levels to prevent energy loss;
• Identification of constraints in operational sectors in the scope of energy industry with emphasis on oil and gas sectors;
• Identifying national and provincial energy infrastructures and capacities (paying full attention to all available resources outside the monopoly of oil and gas) and formulating plans for optimal consumption management based on them and analyzing the causes and factors of changes in national and provincial demand;
• Providing solutions to improve energy efficiency in different sectors of consumption at the national and provincial level with a regional perspective and adopting optimal solutions considering national and provincial capacities;
• Analyzing energy management indicators at the provincial, national and international levels and identifying energy storage capacities and replacement of energy carriers (focusing on existing capacity and infrastructure in the use of renewable energies) in order to optimize the energy sector;
• Optimum planning for energy consumption in different energy consuming sectors and energy intensity management according to regional capacities and conditions by identifying the priorities of each province;
• Determining the optimal portfolio of energy carriers and the optimal combination of national and provincial energy supply system technologies in the medium and long term, taking into account environmental limitations and the need for sustainable development;
• Creating suitable guidelines for moving towards regional, national and provincial energy markets (consisting of neighboring countries and provinces or relatively similar climates).
• Forming a network of internal experts in the field of energy and using the scientific and specialized capacities of experts;
• Localization of modeling knowledge and holding energy modeling training workshops;
• Quick access to accurate and reliable energy data for energy managers, experts and researchers;
